“the souffle isn’t the souffle, it’s the recipe” is referring to they fact that even though the copies are not Clara she is the recipe. Her core/genetics/soul will be in these girls. Even though they don’t have her memories. They will be the same. Just like how if you bake from the same recipe you should get the same out come most of the time. It brings up some interesting discussions on nature vs. nurture but it makes perfect sense.
